EU EuropeAid
Capacity Development is the process whereby people, organisations and society as a whole unleash, strengthen, create, adapt, and maintain capacity over time. [1]

UNCED

Capacity building includes country human, scientific, technological and institutional resources and capabilities. [2]


UNDP

Capacity building is a process that supports only the initial stages of building or creating capacities and assumes that there are no existing capacities to start from. [3]

Capacity development is defined as the process whereby people, organizations and society as a whole unleash, strengthen, create, adapt and maintain capacity over time. [4]


UNISDR/IPCC

Capacity development: The process by which people, organizations and society systematically stimulate and develop their capacities over time to achieve social and economic goals, including through improvement of knowledge, skills, systems, and institutions. [5]

Développement de capacités: Processus par lequel les personnes, les organisations et la société stimulent et développent leurs capacités au fil du temps, pour atteindre des objectifs économiques et sociaux, y compris par l’amélioration des connaissances, des compétences, des systèmes et des institutions. [6]

Развитие потенциала: Процесс, в рамках которого люди, организации и общество с течением времени систематически стимулируют и развивают свой потенциал для достижения социальных и экономических целей, в том числе посредством усовершенствования знаний, навыков, систем и учреждений. [7]

Desarrollo de capacidades: El proceso mediante el cual la población, las organizaciones y la sociedad estimulan y desarrollan sistemáticamente sus capacidades en el transcurso del tiempo, a fin de lograr sus objetivos sociales y económicos, a través de mejores conocimientos, habilidades, sistemas e instituciones, entre otras cosas. Pengembangan Kapasitas: Proses dimana penduduk, lembaga dan masyarakat secara sistematis mendorong dan mengembangkan kapasitas mereka seiring dengan waktu untuk mencapai tujuan-tujuan sosial dan ekonomi, termasuk melalui peningkatan pengetahuan, ketrampilan, system dan kelembagaan. [10]

Pembangunan kapasiti: Proses apabila individu, organisasi dan masyarakat merangsang dan mengembangkan kemampuan mereka secara sistematik, dari semasa ke semasa bagi mencapai matlamat sosial dan ekonomi, termasuk melalui peningkatan pengetahuan, kemahiran, system dan agensi. [11]


World Federation of Engineerings Organisations

Capacity building is the building of human, institutional, and infrastructure capacity to help societies develop secure, stable, and sustainable economies, governments, and other institutions through mentoring, training, education, physical projects, the infusion of financial and other resources, and, most importantly, the motivation and inspiration of people to improve their lives. [12]

Indonesia

Capacity Building atau Pembangunan Kapasitas: Pembangunan atau peningkatan kemampuan (capacity) secara dinamis untuk mencapai kinerja dalam menghasilkan out-put dan out-come pada kerangka tertentu. [13]


Saint Lucia

Capacity building: Efforts aimed to develop human skills or societal infrastructures within a community or organization needed to reduce the level of risk. Capacity building also includes development of institutional, financial, political and other resources, such as technology at different levels and sectors of the society. (ISDR). [14]


United Kingdom (UK)

Capacity building – in the context of climate change, capacity building describes developing the right skills and capabilities to help countries adapt to climate change. [15]
