European Definitions

European Union

Contingency planning is a key element of the CIP process so as to minimize the potential effects of a disruption or destruction of a critical infrastructure. The development of a coherent approach to the elaboration of contingency plans addressing such issues as the participation of owners/operators of critical infrastructure, cooperation with national authorities and Information Sharing among neighbouring countries should form an important element of the implementation of the European Programme for Critical Infrastructure Protection (EPCIP). [1]

ENISA

A contingency plan is a plan for emergency response, backup operations, and post-disaster recovery in a system, as part of a security program, to ensure availability of critical system resources and facilitate continuity of operations in a crisis. [2]

IAEA

Contingency plan:
(1) Predefined sets of actions for response to unauthorized acts indicative of attempted unauthorized removal or sabotage, including threats thereof, designed to effectively counter such acts.
(2) A part of the security plan or a stand-alone document that identifies reasonably foreseeable security events, provides initial planned actions, (including alerting appropriate authorities) and assigns responsibilities to appropriate operator personnel and response personnel. [3]


UNISDR

Contingency planning is a management process that analyses specific potential events or emerging situations that might threaten society or the environment and establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. [4]

Contingency planning results in organised and coordinated courses of action with clearly identified institutional roles and resources, information processes, and operational arrangements for specific actors at times of need. Based on scenarios of possible emergency conditions or disaster events, it allows key actors to envision, anticipate and solve problems that can arise during crises. Contingency planning is an important part of overall preparedness. Contingency plans need to be regularly updated and excercised.

Planification d’urgence: Processus de gestion qui analyse les possibilités d’événements ou de nouvelles situations qui menacent la société ou l’environnement, et établit des modes d’action à l’avance pour permettre en temps opportun, des réponses appropriées et efficaces. [5]

Planificación de contingencias Un proceso de gestión que analiza posibles eventos específicos o situaciones emergentes que podrían imponer una amenaza a la sociedad o al medio ambiente, y establece arreglos previos para permitir respuestas oportunas, eficaces y apropiadas ante tales eventos y situaciones. [7]

التخطيط الإحترازي: عملية إدارية يتم من خلالها التعرف على، وتحليل احتمالات محددة من الأحداث أو الحالات التي قد تهدد المجتمع أو البيئة، وإعداد الترتيبات المسبقة التي تساعد على الاستجابة لهذه الأحداث أو الحالات بكفاءة حين حدوثها، وذلك من خلال اتخاذ الإجراءات المناسبة في الوقت المناسب. [8]

Perencanaan kontinjensi: Satu proses manajemen yang menganalisis potensi peristiwa-peristiwa tertentu atau situasisituasi yang muncul yang bisa mengancam masyarakat atau lingkungan dan mengatur penyelenggaraan sebelumnya untuk memastikan respons yang tepat waktu, efektif dan tepat terhadap peristiwa-peristiwa dan situasi-situasi tersebut. WHO

The process of establishing programme objectives, approaches and procedures to respond to situations or events that are likely to occur, including identifying those events and developing likely scenarios and appropriate plans to prepare and respond to them in an effective manner. [11]

Plano de Contingência ou Emergência: Planejamento realizado para controlar e minimizar os efeitos previsíveis de um desastre específico. [12]

Canada

Contingency plan is a plan developed for a specific event or incident.

India

Contingency Plans are/contingency planning is:
- The establishment of emergency response, back up operation, and postdisaster recovery processes maintained by an information processing facility or for an information system.

- Establish the strategy for recovering from unplanned disruption of information processing operations. The strategy includes the identification and priority of what must be done who performs the required action, and what tools must be used.

- A document, developed in conjunction with application owners and maintained at the primary and backup computer installation, which describes procedures and identifies the personnel necessary to respond to abnormal situations such as disasters. Contingency plans help managers ensure that computer application owners continue to process (with or without computers) mission-critical applications in the event that computer support is interrupted. Philippines

Contingency Plan: A plan which includes management processes that analyzes specific potential events or emerging situations that might threaten potential events or emerging situations that might threaten society or the environment and establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. [23]
It is a set of responses you will do based on valid information even before the disaster strikes. It is a sub-set of the comprehensive plan.

United Kingdom

Civil contingency planning refers to Civil Protection provisions made for the preparation and planning of a response to and recovery from emergencies as defined in the Civil Contingencies Act 2004 and Contingency Planning Regulations (2005).[24]


United States

DHS
Contingency planning creates plans in anticipation of future incidents based on the most current information. A contingency is an incident which would involve national resources to prevent, protect from, respond to, or recover from terrorist attacks or natural disasters. [25]

NIST
Management policy and procedures used to guide an enterprise response to a perceived loss of mission capability. [26]

ICDRM/GWU

An internal effort within an organization to assure that the competence, capacity and capability exist to continue and/or restore essential business and service functions and processes across a wide range of potential emergencies, including natural, technological, and intentional hazards. [28]
