European Definitions

EU

Infrastructure "refers to physical assets in a wider range of policy areas, including communications, emergency services, energy, finance, food, government, health, education, civil protection, transport or water. Buildings, from private households to schools or industrial installations, are the most common type of infrastructure and the basis for human settlement. [1]
In addition, network infrastructure is crucial for the functioning of today's economy and society, notably infrastructure for energy (e.g. grids, power stations, pipelines), transport (fixed assets such as roads, railways or airports), ICT (e.g. data cables) and water (e.g. water supply pipelines, reservoirs, waste water treatment facilities).

RESIN project

The RESIN project [2] gives the following definition:

Infrastructure refers to all public and private facilities which are considered to be necessary for adequate public services and economic development. In most cases, the infrastructure is divided into technical infrastructure (e.g. transport and communications facilities, energy and water supply or wastewater disposal) and social infrastructure (e.g. schools, hospitals, shopping or cultural facilities). [3]

NATO CEP / EAPC

Infrastructure is defined as: The framework of interdependent networks and systems comprising identifiable industries, institutions (including people and procedures), and distribution capabilities that provide a reliable flow of products and services, the smooth functioning of governments at all levels, and society as a whole. [4]


National Definitions

France

(Unofficial translation) Set of objects, devices and buildings installed for a specific use.

The French original version is:

Installation : ensemble des objets, des dispositifs et des bâtiments installés en vue d’un usage déterminé. [5]

Germany

Infrastructure refers to all public and private facilities which are considered to be necessary for adequate public services and economic development. In most cases, the infrastructure is divided into technical infrastructure (e.g. transport and communications facilities, energy and water supply or wastewater disposal) and social infrastructure (e.g. schools, hospitals, shopping or cultural facilities). [6]


Or in German:

Infrastruktur bezeichnet alle staatlichen und privaten Einrichtungen, die für eine ausreichende Daseinsvorsorge und wirtschaftliche Entwicklung als erforderlich gelten. Die Infrastruktur wird meist unterteilt in technische Infrastruktur (z. B. Einrichtungen der Verkehrsund Nachrichtenübermittlung, der Energie-und Wasserversorgung oder der Entsorgung) und soziale Infrastruktur (z. B. Schulen, Krankenhäuser, Einkaufsstätten oder kulturelle Einrichtungen). [7]

Mexico

Infraestructura: Conjunto de elementos o servicios que se consideran necesarios para la creación y funcionamiento de una organización cualquiera, es decir, aquella realización humana que sirven de soporte para el desarrollo de otras actividades y su funcionamiento, necesario en la organización estructural de una ciudad. (Infraestructura del transporte, infraestructuras energéticas, infraestructura de telecomunicaciones, infraestructuras sanitarias, infraestructuras hidráulicas, entre otros). [9]

Infraestructura: Conjunto de elementos o servicios que se consideran necesarios para el funcionamiento de una organización o para el desarrollo de una actividad. [10]


Norway

The basic structures and systems necessary for an organisation, a collection of organisations, or a country to function effectively. [11]

Grunnleggende strukturer og systemer som er nødvendige for en organisasjon, en samling organisasjoner eller et land for å fungere på en effektiv måte. [12]

Structures and systems are “Technical installations and equipment, and related administrative and organisational measures.”

Peru

Infraestructura: Es el conjunto de estructuras de ingeniería e instalaciones, con su correspondiente vida útil de diseño, que constituyen la base sobre la cual se produce la prestación de servicios considerados necesarios para el desarrollo de fines productivos, políticos, sociales y personales. [13]


Switzerland

Infrastrukturen: Der Sammelbegriff Infrastrukturen umfasst Einrichtungen und Organisationen, welche Dienstleistungen und Produkte für die Gesellschaft, die Wirtschaft und den Staat liefern. [14]

Die Infrastrukturen werden in drei Ebenen eingeteilt:

  • Sektoren: z. B. Energie, Finanzen, Gesundheit
  • Teilsektoren: z. B. Stromversorgung, Erdölversorgung, Erdgasversorgung
  • Einzelobjekte/Elemente: z. B. Leitstelle für Netzbewirtschaftung, Steuerungssysteme, Hochspannungsleitungen, Staudämme, Rohrleitungen

Infrastructures: Le terme générique d’infrastructures recouvre les installations et les organisations qui fournissent des services et des produits à la société, à l’économie et aux pouvoirs publics. [15]

Les infrastructures critiques sont subdivisées en trois niveaux:

  • secteurs: p. ex. énergie, finances, santé
  • sous-secteurs: p. ex. approvisionnement en électricité, en pétrole, en gaz naturel
  • objets ou éléments individuels: p. ex. centres de coordination de réseaux, systèmes de commande, lignes à haute tension, barrages, canalisations.

The framework of interdependent networks and systems comprising identifiable industries, institutions (including people and procedures), and distribution capabilities that provide a reliable flow of products and services essential to the defense and economic security of the United States, the smooth functioning of government at all levels, and society as a whole; consistent with the definition in the Homeland Security Act, infrastructure includes physical, cyber, and/or human elements. [17]
