Definitions

European Definition

Response means any action taken upon request for assistance under the Union Mechanism in the event of an imminent disaster, or during or after a disaster, to address its immediate adverse consequences. [1]
Note: Union Mechanism refers to a Community Mechanism to facilitate reinforced cooperation between the Community and the Member States in Civil Protection assistance intervention in the event of major emergencies, or the imminent threat thereof, is hereby established.


Other International Definitions

UNISDR

The provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected. [2]

Disaster response is predominantly focused on immediate and short-term needs and is sometimes called “disaster relief”. The division between this response stage and the subsequent recovery stage is not clear-cut. Some response actions, such as the supply of temporary housing and water supplies, may extend well into the recovery stage.

Respon: Bekalan bantuan kecemasan dan pertolongan awam, yang diberikan semasa atau sejurus selepas bencana bagi menyelamatkan nyawa, mengurangkan impak kesihatan, memastikan keselamatan umum dan keperluan asas mereka yang terlibat, dapat dipenuhi. [8]

Hälytysvaste / Vaste: Viranomaisen laatima suunnitelma siitä, millainen pelastusmuodostelma tarvitaan vakiinnuttamaan onnettomuustilanne tietyssä onnettomuustyypissä tai -kohteessa. [24]

Poland

Reagowanie: oznacza wszelkie działania podejmowane na podstawie złożonego wniosku o pomoc w ramach unijnego mechanizmu, w przypadku groźby wystąpienia klęski lub katastrofy, w ich trakcie lub po ich wystąpieniu, w celu usunięcia ich bezpośrednich negatywnych następstw. [41]


Portugal

Resposta: qualquer ação realizada mediante um pedido de assistência ao abrigo do Mecanismo da União no caso da iminência de uma catástrofe, ou durante ou após a mesma, para fazer face às suas consequências adversas imediatas. [42]


Romania

Răspuns: înseamnă orice acțiune întreprinsă ca urmare a unei solicitări de asistență în cadrul mecanismului Uniunii în cazul unui dezastru iminent sau în timpul sau după producerea unui dezastru, în scopul abordării consecințelor adverse imediate ale acestuia. [43]


Saint Lucia

Relief / response: The provision of assistance or intervention during or immediately after a disaster to meet the life preservation and basic subsistence needs of those people affected. It can be of an immediate, short-term, or protracted duration (from: ISDR). [44]

Response: Actions carried out immediately before, during and after a hazard impact, which are aimed at saving lives, reducing economic losses and alleviating suffering. [45]


Slovakia

Reakcia: je akékoľvek opatrenie na základe žiadosti o pomoc, ktoré sa vykoná v rámci mechanizmu Únie v prípade hrozby katastrofy alebo počas katastrofy samotnej alebo po nej s cieľom riešiť jej bezprostredné nepriaznivé dôsledky. [46]

Zásah: Komplex nevyhnutných opatrení a činností uskutočňovaných výkonnými zložkami záchranného systému pri poskytovaní pomoci osobám v tiesni postihnutým negatívnymi dôsledkami krízovej situácie. [47]

United Kingdom (UK)

Response is decisions and actions taken in accordance with the strategic, tactical and operational objectives defined by emergency responders. [55]
At a high level these will be to protect life, contain and mitigate the impacts of the emergency and create the conditions for a return to normality.

United States

DHS
Response are the activities that address the short-term, direct effects of an incident and may also support short-term recovery. [57]

Presidential Policy Directive PPD-8
Capabilities necessary to save lives, protect property and the environment, and meet basic human needs after an incident has occurred. [58]

Activities that address the short-term, direct effects of an incident. [59]

Response includes immediate actions to save lives, protect property, and meet basic human needs. Response also includes the execution of emergency operations plans and of mitigation activities designed to limit the loss of life, personal injury, property damage, and other unfavorable outcomes. As indicated by the situation, response activities include applying intelligence and other information to lessen the effects or consequences of an incident; increased security operations; continuing investigations into nature and source of the threat; ongoing public health and agricultural surveillance and testing processes; immunizations, isolation, or quarantine; and specific law enforcement operations aimed at preempting, interdicting, or disrupting illegal activity, and apprehending actual perpetrators and bringing them to justice.

NIST
Respond (function) is to develop and implement the appropriate activities to take action regarding a detected Cyber Security event. [60]

NFPA
Immediate and ongoing activities, tasks, programs, and systems to manage the effects of an incident that threatens life, property, operations, or the environment. [61]

(Incident) Response: actions taken in order to stop the causes for the imminent hazard and to mitigate the consequences of potentially destabilizing or disruptive events and to recover to a normal situation. [62]

Ontario (Canada)

Response is the provision of emergency services and public assistance or intervention during or immediately after an incident in order to protect people, property, the environment, the economy and/or services. [63]

This may include the provision of resources such as personnel, services and/or equipment.

Intervention: prestation de services d’urgence, d’assistance au public ou d’intervention pendant un incident ou immédiatement après afin de protéger les personnes, les biens, l’environnement, l’économie ou les services. [63]
